Improvements of the lock function in Project accounting, Update WIP

In the new lock function it is no longer possible to unlock teh function Update WIP if it is being used by another user. Instead, the user will be notified of who the logged in user is and the start time for their activity. The function will automatically be unlocked if the user hasn't been active for 30 minutes.
